Pock Lane Residential Traffic Impact Study <br /> EXECUTIVE SUMMARY <br /> This report summarizes the results of the Traffic Impact Study (TIS) conducted for the proposed Pock Lane <br /> residential developments located at 2706 and 3009 Pock Lane in unincorporated San Joaquin County. The <br /> proposed project would construct 96 single family homes at 2706 Pock Lane and 108 single family homes <br /> at 3009 Pock Lane, for a total of 204 units. <br /> The purpose of this report is to evaluate traffic impacts on the surrounding transportation system with the <br /> proposed project.A focused VMT analysis of the proposed project was previously conducted for CEQA <br /> purposes and is summarized in this report. To evaluate the effects on the transportation infrastructure due <br /> to the addition of traffic from the proposed project, an LOS analysis was conducted to determine <br /> consistency with San Joaquin County plans and standards. <br /> Vehicle Miles Traveled <br /> TJKM conducted a VMT analysis using the SJCOG travel demand model, identifying and correcting an <br /> error affecting locations with schools. Using a new model run of the corrected travel demand model, the <br /> regional average is 23.6 average daily VMT per resident,with a significance threshold of 20.1 for <br /> residential developments. Based on baseline and baseline plus project model runs, the baseline average at <br /> the project location is 17.9 average daily VMT per resident, and the proposed project is expected to <br /> generate 14.6, below the significance threshold. The project is expected to cause a less-than-significant <br /> impact to VMT under CEQA. <br /> Project Trip Generation <br /> TJKM developed estimated project trip generation for the proposed project based on published trip <br /> generation rates from the ITE publication Trip Generation (11t" Edition).TJKM used published trip rates for <br /> the ITE land use Single Family Detached Housing (ITE Code 210) for this project.The proposed project is <br /> expected to generate 1,926 total daily trips, including 150 a.m. peak hour trips(38 in, 112 out) and 202 p.m. <br /> peak hour trips (127 in,75 out). <br /> Existing Conditions <br /> Under this scenario, all but one of the study intersections operate within applicable jurisdictional <br /> standards during both peak hours. At the stop controlled intersection of Pock Lane & Mariposa Road, the <br /> northbound (controlled) approach operates at unacceptable LOS E during the p.m. peak hour.A traffic <br /> signal is not warranted at this location. <br /> Existing plus Project Conditions <br /> Under this scenario, all but one of the study intersections would continue to operate within applicable <br /> jurisdictional standards during both peak hours.The intersection of Pock Lane & Mariposa Road would <br /> degrade to LOS F, with an additional 2.5 seconds of delay, constituting a potentially significant impact. <br /> This impact can be mitigated with the addition of a northbound right turn lane.A traffic signal is not <br /> warranted at this location.With mitigation, the project would be consistent with level of service <br /> standards set forth under the San Joaquin General Plan. <br /> Page � 1 <br /> TJKM <br />
