Pock Lane Residential Traffic Impact Study <br /> Cumulative Conditions <br /> The Cumulative No-Project Conditions analysis forecasts how the study area's transportation system <br /> would operate with the growth and changes of the surrounding community by the year 2040. Projected <br /> 2040 traffic volumes are derived from the SJCOG travel demand model. <br /> Under this scenario, all but two intersections would continue to operate at acceptable LOS D or better. <br /> The stop controlled intersection of Pock Lane & Mariposa Road would degrade to LOS F during the p.m. <br /> peak hour,with a substantial increase in average delay on the northbound (controlled) approach <br /> compared to Existing Conditions.A signal is not warranted at this location.The all-way stop controlled <br /> intersection of Pock Lane & Boeing Way would degrade to LOS E in the a.m. peak hour. <br /> Cumulative plus Project Conditions <br /> Under this scenario, the stop controlled intersection of Pock Lane & Mariposa Road would continue to <br /> operate at LOS F during the p.m. peak hour, with an increase of 11.0 seconds of average delay on the <br /> northbound (controlled) approach.The all-way stop controlled intersection of Pock Lane & Boeing Way <br /> would continue to operate at LOS E in the a.m. peak hour,with an increase of 3.1 seconds of average <br /> delay. In addition, the signalized intersection of Mariposa Road & 81" Street/Farmington Road would <br /> degrade to LOS E. All three intersections would experience potentially significant impacts requiring <br /> mitigation. Mitigation would consist of optimizing signal timing at Mariposa Road &811 <br /> Street/Farmington Road, adding a northbound right turn lane at Pock Lane & Mariposa Road, and adding <br /> a separate westbound right turn lane at Pock Lane & Boeing Way.With mitigation, the project would be <br /> consistent with level of service standards set forth under the San Joaquin General Plan. <br /> Site Access and On-Site Circulation <br /> TJKM concluded that the site plan will operate acceptably and provide adequate connection to existing <br /> streets and circulation within the site. The proposed project does not conflict with existing and planned <br /> pedestrian or bicycle facilities and will add trips to existing transit facilities, which can be accommodated <br /> by the existing transit capacity. Although site access and circulation for vehicles, pedestrians, and bicycles <br /> are considered adequate, TJKM recommends the addition of a high-visibility crosswalk on Pock Lane at <br /> Loomis Road. <br /> Parking <br /> The proposed project would construct two-car garages with driveway aprons for each dwelling unit, <br /> satisfying County requirements.The new internal roadways would also provide on-street parking spaces. <br /> The proposed parking supply would therefore be more than adequate under San Joaquin county <br /> requirements and would not produce any parking impacts on surrounding parcels or roadways. <br /> Recommendations <br /> TJKM recommends the following: <br /> • On signing and striping plan, include marked crosswalks at internal intersections with curb ramps. <br /> • Consider installing a high visibility crosswalk across Pock Lane at Loomis Road, preferably with <br /> flashing crossing signs to alert drivers to pedestrians waiting to cross. <br /> Page 12 <br /> TJKM <br />
