Pock Lane Residential Traffic Impact Study <br /> 1.0 INTRODUCTION <br /> This report summarizes the results of the Traffic Impact Study (TIS) conducted for the proposed Pock Lane <br /> residential developments located at 2706 and 3009 Pock Lane in unincorporated San Joaquin County.The <br /> proposed project would construct 96 single family homes at 2706 Pock Lane and 108 single family homes <br /> at 3009 Pock Lane, for a total of 204 units. <br /> This chapter discusses the TIS purpose, project study area, and analysis scenarios. Figure 1 shows the <br /> study area and project site locations. Figure 2a shows the site plan for 2706 Pock Lane, dated February, <br /> 2022. Figure 2b shows the site plan for 3009 Pock Lane, dated October 2021. <br /> 1.1 STUDY PURPOSE <br /> The purpose of this report is to evaluate traffic impacts on the surrounding transportation system with the <br /> proposed project.A focused VMT analysis of the proposed project was previously conducted for CEQA <br /> purposes and is summarized in this report. To evaluate the effects on the transportation infrastructure due <br /> to the addition of traffic from the proposed project, an LOS analysis was conducted to determine <br /> consistency with San Joaquin County plans and standards. <br /> 1.2 STUDY INTERSECTIONS <br /> TJKM evaluated traffic conditions at nine study intersections during the a.m. and p.m. peak hours for a <br /> typical weekday.Three of these intersections are access points for the proposed project, and were <br /> evaluated for project scenarios only. For analysis purposes, the two proposed streets that would be <br /> constructed in the southern portion of the 3009 Pock Lane subdivision were consolidated into a single <br /> access point.The study intersections were selected based on TJKM's working knowledge of the area with <br /> input and approval from San Joaquin County staff. <br /> The peak periods observed were between 7:00-9:00 a.m. and 4:00-6:00 p.m. The study intersections and <br /> associated traffic controls are as follows: <br /> 1. Mariposa Road & 8th Street/Farmington Road (Signal) <br /> 2. Pock Lane & Mariposa Road (One-Way Stop) <br /> 3. Pock Lane &8th Street (All-Way Stop) <br /> 4. Pock Lane &Carpenter Road (All-Way Stop) <br /> 5. Pock Lane &Togninali Lane (All-Way Stop) <br /> 6. Pock Lane & Boeing Way (All-Way Stop) <br /> 7. Pock Lane & Loomis Road (Existing One-Way Stop, Proposed Two-Way Stop)—project access <br /> 8. Pock Lane & Street A (One-Way Stop)— project access <br /> 9.
