Pock Lane Residential Traffic Impact Study <br /> • Existing Conditions—This scenario evaluates the study intersections based on existing traffic <br /> volumes, lane geometry and traffic controls. <br /> • Existing plus Project Conditions—This scenario is identical to Existing Conditions, but with the <br /> addition of traffic from the proposed project. <br /> • Cumulative Conditions (2040)—This scenario considers the development of the county and <br /> surrounding communities to the year 2040, projecting existing traffic volumes to the year 2040 using <br /> a compounding annual growth factor of 0.8 percent per year. This growth factor was derived from <br /> corridor volumes Pock Lane, 8t" Street, and Mariposa Road in the immediate study area, using the <br /> current SJCOG travel demand model for baseline year 2015 and horizon year 2042. <br /> • Cumulative plus Project Conditions—This scenario is identical to Cumulative Conditions, but with <br /> the addition of traffic from the proposed project. <br /> It should be noted that the San Joaquin County Traffic Study Guidelines specify that full traffic impact <br /> studies shall include Existing plus Approved and Significant Pending Projects (also known as Background <br /> Conditions),with and without the proposed project, TJKM contacted both San Joaquin County and City of <br /> Stockton staff regarding proposed and pending development projects within the project vicinity that <br /> might affect the study area, and no such projects are planned.As such, Background and Background plus <br /> Project Conditions scenarios were omitted. <br /> Page 15 <br /> TJKM <br />
