Pock Lane Residential Traffic Impact Study 3.0 EXISTING CONDITIONS This section describes existing conditions in the immediate project site vicinity, including roadway facilities, bicycle and pedestrian facilities, and available transit service. In addition, existing traffic volumes and operations are presented for the study intersections, including the results of LOS calculations. 3.1 EXISTING SETTING AND ROADWAY SYSTEM Relevant roadways in the project vicinity are discussed below and shown in Figure 1: State Route 99 (SR-99) is a six lane, north-south freeway to the east of the project. SR-99 is a key regional highway that extends from Sacramento in the north to the Grapevine south of Bakersfield, connecting major cities in the Central Valley. In the project vicinity, the posted speed limit is 65 miles per hour(mph). Dr. Martin Luther King Jr. Boulevard/Charter Way is a principal east-west arterial located to the north of the project, which connects to SR-99 and 1-5.Within the project vicinity,this roadway is generally four lanes wide, with a posted speed limit of 45 mph. Pock Lane is a two lane, north-south minor arterial that provides direct access to the project sites. Pock Lane extends from Mariposa Road in the north to Arch Airport Road in the south.The speed limit varies along its length, from 25 mph in the north to 40-45 mph in the south. In the immediate project vicinity, the posted speed limit is 35 mph, and there is insufficient shoulder width to permit parking. Mariposa Road is a two-to four-lane, generally northwest-southeast arterial located north and east of the project location. In the project vicinity, the San Joaquin County General Plan designates Mariposa Road as a principal arterial between Dr. Martin Luther King Jr. Boulevard and SR-99, and a minor arterial east of SR-99. The posted speed limit on Mariposa Road is 45 mph northwest of 81" Street/Farmington Road and 50 mph southeast of 8t" Street/Farmington Road. 81 Street is a two lane, east-west major collector located to the north of the project site. It extends from Airport Way to the west to Mariposa Road to the east, where it changes designation to Farmington Road. The posted speed limit on 8t" Street is 35 mph, and on-street parking is permitted along much of its length. Farmington Road is a generally two lane, east-west arterial located northeast of the project. It extends east of Mariposa Road and is designated as SR-4 east of Golden Gate Avenue.There is no speed limit posted on Farmington Road. B Street is two lane, north-south major collector located to the west of the project site. It extends from Dr. Martin Luther King Jr. Boulevard in the north to just south of Arch Airport Road.The posted speed limit is 35 mph north of 4t" Street and south of Ralph Avenue (within the City of Stockton), and 25 mph between 41" Street and Ralph Avenue (within unincorporated San Joaquin County), and on-street parking is permitted along much of its length. 4J.KM Page 112
