Pock Lane Residential Traffic Impact Study <br /> Carpenter Road is a two-lane, east-west minor collector located to the south of the project site. It <br /> extends from Airport Way in the west to SR-99 Frontage Road.The posted speed limit is 25 mph. In the <br /> immediate project vicinity, there is insufficient shoulder width to permit parking. <br /> Togninali Lane is a two lane, east-west minor collector located to the south of the project site. It <br /> connects Pock Lane to SR-99 Frontage Road. The posted speed limit is 25 mph, and parking is generally <br /> permitted. <br /> Boeing Way is a generally two lane, east-west minor collector located to the south of the project, <br /> primarily serving industrial uses. The posted speed limit on Boeing Way is 25 mph. <br /> Loomis Road is a short, two-lane east-west local street that extends from D Street to Pock Lane, and then <br /> from the east edge of the 2706 Pock Lane project site to SR-99 Frontage Road.The posted speed limit is <br /> 25 mph on both portions of Loomis Road, and parking is permitted where there is adequate shoulder <br /> width. Loomis Road provides direct access to both 2706 Pock Lane and the northern portion of 3009 Pock <br /> Lane. <br /> 3.2 EXISTING PEDESTRIAN FACILITIES <br /> Walkability is defined as the ability to travel easily and safely between various origins and destinations <br /> without having to rely on automobiles or other motorized travel.The ideal "walkable"community includes <br /> wide sidewalks, a mix of land uses such as residential, employment, and shopping opportunities,a limited <br /> number of conflict points with vehicle traffic,and easy access to transit facilities and services. <br /> Pedestrian facilities consist of crosswalks, sidewalks, pedestrian signals, and off-street paths, which <br /> provide safe and convenient routes for pedestrians to access the destinations such as institutions, <br /> businesses, public transportation, and recreation facilities. <br /> In the immediate project vicinity, limited sidewalks are provided, particularly on Pock Lane south of 8th <br /> Street and north of Togninali Lane. Many of the parcels fronting this portion of Pock Lane are <br /> undeveloped or consist of scattered individual homes among agricultural uses. West of Pock Lane, the <br /> neighborhoods along B Street and D Street provide sidewalks primarily on these streets and on the streets <br /> connecting them. Most other blocks in the project vicinity lack sidewalks. There are frequent crosswalks <br /> along both B Street and D Street, including school crosswalks near the schools located at the northeast <br /> and southeast corners of D Street & 11th Avenue. <br /> The existing pedestrian facilities in the study area are shown in Figure 3.
