Pock Lane Residential Traffic Impact Study <br /> 7.0 ADDITIONAL ANALYSIS <br /> The following sections provide additional analyses of other transportation issues associated with the <br /> project site, including: <br /> • Site access and impacts <br /> • Parking analysis <br /> • Recommendations <br /> The analyses in these sections are based on professional judgment in accordance with the standards and <br /> methods employed by traffic engineers.Although operational issues are not considered CEQA impacts, <br /> they do describe traffic conditions that are relevant to describing the project environment. <br /> 7.1 SITE ACCESS, CIRCULATION, AND MULTIMODAL IMPACTS <br /> This section analyzes site access and internal circulation based on the site plans presented in Figures 2a <br /> and 2b (dated February, 2022 and October, 2021, respectively) and related plans from the October 2021 <br /> submittal packages. <br /> Vehicle Access and Circulation <br /> Access to the northeastern site at 2706 Pock Lane would be via an extension of Loomis Road. Currently <br /> there is a short section of Loomis Road between Pock Lane and D Street, and a separate segment <br /> between the eastern edge of the project site and SR-99 Frontage Road. As shown in Figure 2b, the <br /> extension of Loomis Road would include emergency access only between the project site and the eastern <br /> segment,with all project traffic using Pock Avenue. <br /> Access to the portion of 3009 Pock Lane between Loomis Road and Duck Creek would be via Loomis <br /> Road, D Street, and the proposed Street A connection to Pock Lane.As noted previously, f the impact <br /> analysis it was assumed that all vehicles would use Pock Lane via Street A.The portion of 3009 Pock Lane <br /> south of Duck Creek is physically separated from the portion to the north of Duck Creek. These homes <br /> would be accessed from Pock Lane via Street F and Street I.As noted previously, these were consolidated <br /> into a single access point for analysis purposes. <br /> Based on the submittal package for both 2706 and 3009 Pock Lane, connections to existing roadways and <br /> proposed internal roadways appear to conform with San Joaquin standard plans for residential streets. <br /> Access to the project sites and individual homes is considered adequate and would not result in any <br /> significant impacts to the nearby roadways. <br /> Pedestrian Access, Circulation, and Impacts <br /> Pedestrian access would be via internal sidewalks along internal streets and new sidewalks to be <br /> constructed along project frontages on Pock Lane and Loomis Road. As shown in Figure 3, however, there <br /> are substantial gaps in pedestrian facilities along Pock Lane in the project vicinity. In order to reduce the <br /> hazard of pedestrians crossing Pock Lane near the project sites, TJKM recommends that the project install <br /> a high visibility crosswalk across Pock Lane at Loomis Road, preferably with flashing crossing signs to alert <br /> drivers to pedestrians waiting to cross.TJKM also recommends that the County consider closing the small <br /> 4JICM <br /> .
