Pock Lane Residential Traffic Impact Study <br /> gap between Loomis Road and the northeast corner of 3009 Pock Lane (lot 47), to serve pedestrians <br /> coming from Street F and Street I. <br /> A significant impact occurs if the proposed project conflicts with applicable or adopted policies, plans or <br /> programs related to pedestrians facilities or otherwise decreases the performance or safety of pedestrian <br /> facilities.The proposed project will not result in any such conflicts. Pedestrian access to the project site <br /> and individual homes is considered adequate and would not result in any significant impacts to the <br /> nearby pedestrian facilities. As signing and striping plans were not among the submittal package <br /> provided, TJKM recommends that crosswalks be marked at natural crossing points with curb ramps. <br /> Bicycle Access, Circulation, and Impacts <br /> As noted in section 3.3, on-street bicycle facilities are limited within the project vicinity.There are existing <br /> bike lanes on B Street and a segment of multiuse path along Duck Creek west of B Street. These and <br /> additional planned facilities are shown in Figure 4. These include class II bike lanes along Pock Lane and a <br /> bike route along 8t" Street. <br /> An impact to bicyclists occurs if the proposed project disrupt existing bicycle facilities; or conflict or create <br /> inconsistencies with adopted bicycle system plans, guidelines, and policies.A significant impact occurs if <br /> the proposed project conflicts with applicable or adopted policies, plans or programs related to bicycle <br /> facilities or otherwise decrease the performance or safety of bicycle facilities. The proposed project will <br /> not result in any such conflicts. Bicycle access to the project site is considered adequate and would not <br /> result in any significant impacts to the nearby bicycle facilities. <br /> Transit Access and Impacts <br /> A proposed project is considered to have a significant impact on transit if it conflicts with existing or <br /> planned transit facilities, or is expected to generate additional transit trips and does not provide adequate <br /> facilities for pedestrians and bicyclists to access transit routes and stops. The project is located within an <br /> approximately 0.5 mile walk of bus stops on Pock Lane, D Street, and 81" Street, which are served by <br /> multiple bus lines. Although bus frequencies are low, the project site is adequately served by the transit <br /> service, as shown in Figure 5. The transit service within the immediate project site operates within <br /> capacity, and additional trips generated by the proposed project could be accommodated by existing bus <br /> services. Therefore, transit access to the project site is considered adequate and would not result in any <br /> significant impacts to the nearby transit network. <br /> 7.2 PARKING <br /> The San Joaquin County Development Title Chapter 9-1015M requires two parking spaces per single <br /> family home, although it does not specify whether these must be covered or enclosed.The site plans <br /> included in the submittal packages for each portion <br /> The proposed parking supply would therefore be more than adequate under San Joaquin County <br /> requirements and would not produce any parking impacts on surrounding parcels or roadways. <br /> 4J.KM Page 136 <br />
