SNrFN <br />ENVIRONMENTAL TECHNOLOGIES CORPORATION <br />October 30, 1997 <br />Ms. Mary Meays <br />San Joaquin County <br />Public Health Services, EHD <br />PO Box 388 <br />Stockton, CA 95201-0388 <br />Subject: Workplan to Implement a Feasibility Study and to Complete the Groundwater <br />Investigation at 26056/26080 Thornton Road, Thornton, California <br />Dear Ms. Meays: <br />INTRODUCTION <br />Smith Technology Corporation (acquired by ATC Associates Inc.), on behalf of Ms. Donna <br />Gardner, has prepared this workplan to implement a feasibility study and to complete the <br />groundwater investigation at the above referenced site (Figure 1). <br />The proposed scope of work contained in this workplan is based on Smith Technology's Problem <br />Assessment Report - Interim Remedial Plan dated September 4, 1997, Smith Technology's Plan <br />Addendum dated October 15, 1997, and San Joaquin County Public Health Services <br />Environmental Health Division (PHS/EHD) correspondence dated September 22, and October <br />20, 1997. <br />BACKGROUND <br />Site Location <br />The project site is located at 26080 Thornton Road, Thornton, California. The site location is <br />shown on Figure 1. The site is located in a residential/commercial area in downtown Thornton. <br />Immediately north of the project site's property boundary is a municipal well compound for <br />Thornton Municipal Well No. 2 (the Supply Well) and a U.S. Post Office building (Figure 2). <br />Previous Work <br />On September 6, 1989, three underground gasoline storage tanks were removed at the project site <br />by Western Meter Service of Stockton, California. Soil samples were collected beneath each tank <br />and the associated piping.
