A pipe line was filled with <br />hydraulic oil as a part of the construction. The cap was not put back on and 40 <br />gallons of oil was released into two cellars and a 2x3 foot box with a dirt floor. <br />The event happened on10/22/2020 at approximately 2:00 p.m. PSC was hired to <br />conduct the cleanup. The waste generated is going to be handled as non-RCRA <br />hazardous waste. Ralph said that the 2x3 foot box is going to have to be marked <br />for a US dig before the cleaning can begin as pipes are located in the box area. <br />Generated a PROP 65 and a notice to abate. Emailed the notice to abate to <br />Ralph. <br />10/26/2020 Received an email on 10/26/2020 from Ralph Roberts, <RPRb@pge.com>, saying ALANIZ <br />that the facility was "able to start excavating" on Friday. He then said that the <br />release was "more extensive than we thought" and that they were still working on <br />it. <br />Called Ralph, 209-323-9492, and he said that an additional cellar was affected by <br />the spill. The cleanup is not going to be done today. <br />Received a call from Ralph stating that more hydraulic fluid was released than <br />previous thought. Approximately 145 gallons is estimated to have released. <br />Ralph called CalOES and made spill report 20-5972. <br />The cleanup crew has currently dug four feet down at the soil boxes. Ralph <br />explained that the ground has a lot of sand and this can allow the oil to travel <br />further down. <br />5105.rpt Page 1 of 4
