Spoke to Michael and Scott, who had a meeting with CDD. Told WONG Michael I'll refer the case to the city since I believe it is hooked up to ESSSP. Called John Woitala of COS ESSSP and left a vm and followed up by a referral ti City Municiplal Service 937-8341 with recep ionist Marie-Anne. She said they will send a truck out today and get back to me on it. Maire-Anne called later and informed me that COS inspector could not observe any blockage in the city line, that the blockage has to come from the private property. Informed Michael K. and emailed Scott S. 02/11/2021 Auto 1914. Spoke to Muni about history of complaint, that is is currently being handled by Housing unit. Found the complaint at Mike S's desk. Mike S. will re-inspect today. Spoke to Muni about prospect of hiring a contractor and billing the owner since he has not responded to our NAI. 02/12/2021 Auto 1914. Spoke to Mike S. about what he saw yesterday. Forwarded him emails from complainant g b. Conference call with MK, Muni, Jasjit, Scott, and myself, and Mike S. and discussed short term remediation options since the owner is not responding, or rumor has it according to various tenant who had spoken to Mike S. and to me by complainant, that the owner might have lost the property and may be owe either by the bank or some insolvency proceeding entity. I expressed that I had also spoken to Stockton City Muni Service last week and they'd sent a person out and verify there is no blockage on the city (ESSSP) main line, and emphasized the city would not do anything beyond the main that it is the private property's responsibility.
