LLNL Emergency Management Plan(EPlan) Rev 26 January 2021 11 TERMINATION AND RECOVERY This section describes the responsibilities for Operational Emergency termination and recovery. Recovery includes incident assessments and investigation, recovery planning, scheduling, repair, restoration and return or relocation. At LLNL, recovery planning and management of recovery activities are the responsibility of line management. 11.1 Emergency Termination During an Operational Emergency, timely decisions are required to ensure protective actions minimize the potential for health effects to onsite personnel and the public. The ED is responsible for terminating the emergency phase, completing appropriate notifications and entering into the recovery phase when the following general criteria are met: • The emergency condition no longer exists and it appears unlikely conditions will deteriorate sufficiently to cause another emergency; • Implemented personnel protective measures, both onsite and offsite, are relaxed or restricted to controlled areas; • Evacuated areas may be re-entered though some clean-up and repair may be ongoing or required, or the areas will be isolated/controlled; • The IC recommends that the ED consider termination; • The Emergency Management Team concurs if the EOC is activated and operational; • Affected offsite response organizations concur; and • If required, a Recovery Manager is appointed and a Recovery Plan Outline is developed. Under DOE Order 151.1D, LLNL must notify LFO, DOE Headquarters Watch Office, State, and local organizations within 30 minutes of termination of an Operational Emergency. 11.2 Recovery Operations The purpose of the recovery effort is to return the affected facilities and areas to normal operations following the termination of emergency response. Normally, the Fire Department IC will formally transfer control of the incident scene (facility and local affected area) to the ES&H Team Leader upon stabilization of the scene and completion of Fire Department activities. However, the Security IC may elect to retain control of the incident scene as a crime scene. Prior to transfer of control from the IC, the ED or LEDO (if the EOC is not operational), in conjunction with line management must ensure the incident scene is preserved so critical evidence will not be lost. This evidence is needed to determine what caused the incident and prepare appropriate lessons learned and process improvements actions in accordance with the requirements of the LLNL Management Assurance System. Guidance and requirements for scene preservation may be obtained from the Occurrence Reporting Office or after hours from the ORDO.
