Potential hazards <br />due to the presence of buried refuse include those associated with LFG and refuse <br />itself. Also, the work is in the vicinity of an oil pipeline, the location of which will be <br />clearly marked prior to any drilling and trench excavation across the access road <br />(Figure 1). SWD has notified Shell Oil regarding this project. <br />A. Landfill Gas <br />When buried in a landfill, refuse and other organic material produces LFG, which <br />is approximately 50 percent methane by volume and may contain other <br />contaminants. Potential hazards associated with LFG are due to: <br />1. Oxygen deficiency <br />2. Combustible characteristics of LFG <br />3. Potential for hydrogen sulfide in LFG <br />Potential hazards include: <br />1. Fire <br />2. Explosion <br />3. Asphyxiation <br />LFG may also contain trace concentrations of organic compounds. Dilution of <br />LFG in air to below the OSHA safety limits of 0.5 percent methane (10 percent of <br />the Lower Explosive Limit) usually reduces the concentration of trace components <br />to below detection limits. <br />LFG can move through soils, especially through sandy layers that exist at the site. <br />Movement through soils can remove the odorous compounds of LFG, such that <br />the LFG can be detected only with the proper test equipment. <br />B. Refuse <br />Refuse will be excavated in this work. The landfill contains household refuse, <br />demolition debris, tree trimmings, and miscellaneous refuse.
