The reasonably foreseeable release is selected based on the history at the site. Ongoing <br />groundwater monitoring shows VOC impacts from LFG at one well, but lessening impacts by <br />leachate. Therefore, the most likely release that will require corrective action is an elevation of <br />VOCs in groundwater rather than an elevation of inorganics, for which additional LFG wells <br />would be installed in corrective action. <br />Evaluation Monitoring Program for Hypothetical Release <br />An Evaluation Monitoring Program (EMP) will be conducted to investigate the lateral and vertical <br />extent of a release from Corral Hollow Sanitary Landfill in the shallow aquifer. This EMP will <br />consist of work plan preparation and approval by the agencies, implementation of field <br />investigation and preparation report of the findings. <br />An EMP work plan will be submitted to the RWQCB in accordance with Section 20425 (a) and <br />(b) of Title 27. The EMP will include a soil gas and groundwater step-out/step-down investigation <br />of the northern, eastern and southern boundaries of the site. The proposed investigation will <br />include the following activities: <br />• Two additional shallow aquifer monitoring wells at locations selected based on the detected <br />release. <br />• Three hydropunch shallow aquifer sampling points and multi-level vadose zone sampling <br />points across and running parallel to Highway 580 to the northeast of the landfill. <br />• Three hydropunch shallow aquifer sampling points and multi-level vadose zone sampling <br />points across and running parallel to Corral Hollow Road to the north of GW -2. <br />• Three hydropunch shallow aquifer sampling points multi-level vadose zone sampling points <br />along the southeast boundary of the landfill, within the landfill property. <br />Hypothetical Corrective Action <br />A corrective action response was developed to mitigate the impacts envisioned under the <br />hypothetical release scenario. The extent and complexity of the corrective action response will be <br />proportional to the environment threat of the release and is consistent with the type and magnitude <br />of corrective action mandated by the RWQCB at the time this document was prepared. <br />Corrective Action Financial Assurance Cost Estimate 3 Public Works/Solid Waste Div. <br />Corral Hollow Sanitary Landfill September 30, 2008 <br />
