PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Petroleum Contamination Remedial / Investigation Site <br /> Tracy Office Plaza, LLC., on behalf of the San Joaquin County Environmental Health Department <br /> (SJCEHD), invites public comment regarding consideration by the SJCEHD to grant No-Further-Action <br /> status for the subsurface petroleum contamination from an unknown source at the subject site (Site) <br /> identified below: <br /> SUBJECT SITE: <br /> Site Name: Tracy Office Plaza, LLC <br /> Site Address: 324 E. Eleventh St., Tracy 95376 SJCEHD Site Code: PR0539852 <br /> PUBLIC COMMENT PERIOD: 30 Days — from 6/8/2020 to 7/8/2020 (note: the 30-day time frame <br /> should commence on the anticipated mailing and posting date of the SJCEHD-approved Public Notice) <br /> CASE SUMMARY: <br /> The SJCEHD in cooperation with Tracy Office Plaza, LLc, and Pangea (environmental consultant) have <br /> evaluated soil and groundwater conditions, and potential health concerns at the subject Site resulting <br /> from unauthorized release of (gasoline, diesel, etc.) from an unauthorized petroleum release from an <br /> unidentified source which was discovered (July 10, 2014) during a Phase II Site Assessment <br /> Investigation when borings were installed and soil and groundwater samples taken. <br /> Soil and groundwater investigations were conducted in July 2014 and July 2017 to characterize <br /> impacted soil and/or groundwater. Pangea has determined the extent of the petroleum hydrocarbons <br /> impacted soil and groundwater, and conducted Sensitive Receptor Survey. Potential negative effects <br /> of the residual contamination on human health and the environment were evaluated by Pangea using <br /> the guideline of Low Threat Closure Policy (LTCP) for Underground Storage Tank petroleum release <br /> and Residential / Commercial Environmental Screening Levels (ESL) established by the San Francisco <br /> Bay Regional Water Quality Control Board, as well as the Remedial Action Agreement between Tracy <br /> Office Plaza, LLC and the SJCEHD dated 2/24/2015, and found to be negligible. On the basis of <br /> groundwater and soil contamination characterizations, and the sensitive receptor survey, the SJCEHD <br /> has concluded that the site has met the Remedial Action Agreement. <br /> The SJCEHD will consider anticipates issuing a No Further Action Required letter for the subject Site if <br /> there is no comment within the days following this posting. <br /> WHERE TO GET MORE INFORMATION <br /> Upon written request, the Site case file is available for review at the SJCEHD office located at 1868 <br /> East Hazelton Avenue, Stockton, California 95205.
