Eleventh St <br /> Tracy, CA 95376 <br /> Work Plan Approval Letter <br /> Dear Mr. Black, <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> Workplan for Additional Assessment and Sensitive Receptor Survey (Work Plan), dated 27 <br /> January 2017, prepared by your consultant Pangea Environmental Services, Inc. (Pangea) to <br /> complete the assessment of an unauthorized release (UAR) of petroleum hydrocarbon from a <br /> former underground storage tank (UST) facility removed from the site circa 1973. The Work <br /> Plan was prepared in response to a comment and directive letter issued by the EHD dated 15 <br /> March 2016. <br /> In the letter, the EHD proposed a scope of work to address remaining data gaps to enable <br /> granting the site a case closure. The EHD had discussed the known site characterization and <br /> data gaps with a representative of the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) and agreed that favorable analytical data from the samples would demonstrate <br /> the site as suitable for case closure consideration. In addition, the EHD recommended <br /> researching the environmental reports for the Tracy High School site for a sensitive receptor <br /> survey before conducting one for the subject site. <br /> In the Work Plan, Pangea proposes the borings and chemical analyses recommended by the <br /> EHD, but did not specify which samples would be subjected to which analyses. Pangea also <br /> proposed to proceed with the sensitive receptor survey. <br /> Provided that the soil sampling and associated chemical analyses are conducted consistent with <br /> the specific proposals made by the EHD in the 15 March 2016 letter, the EHD approves that <br /> scope of work. Regarding sensitive receptors, the CVRWQCB representative indicated to the <br /> EHD that their main concern was verification that the nearby municipal well No. 9 Wainwright, <br /> had been properly destroyed, The EHD confirmed with Mr. Bill Tapia, Facility Maintenance <br /> Manager for Wastewater, City of Tracy, that the well had been properly destroyed prior to the <br /> construction of the new City Hall; this satisfied the CVRWCB. With the closure of the nearby <br /> Tracy High School Leaking Underground Storage Tank case and satisfaction of the CVRWQCB <br />
