Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />April 27, 2021 <br /> Facility Address: <br /> 6649 S TRACY BLVD, TRACY <br /> Facility Name: <br /> TRACY WATER TREATMENT - PRIMARY <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 4 HSC 25508(a)(1) Failed to electronically submit the Business Activities or Owner/Operator Identification page. <br />OBSERVATION: The Owner/Operator Identification page had not submitted as a part of the business plan annually. <br />The Owner/Operator Identification page was not submitted for Calendar Year 2019. <br />Facility inaccurately answered "YES" to the following question under " Business Activities" section in CERS:" Does <br />your facility need to report the closure/removal of a tank that was classified as hazardous waste and cleaned <br />on-site?". The facility needs to answer no to this question. <br />REGULATION GUIDANCE: Per H&SC 25508.2, the business owner/operator shall annually review and certify that <br />the business plan is complete, accurate, up-to-date and in compliance with Section 11022 of Title 42 of the United <br />States Code. An annual electronic submittal satisfies these requirements. The annual business plan shall be <br />submitted/certified by January 15 of each calendar year and may be submitted beginning November 1 of the <br />previous year. <br />CORRECTIVE ACTION: Update the accurate the facility information. Submit statement to EHD stating that the <br />business plan will be submitted to EHD Annually by the due date, January 15. <br />This is a repeat violation, Class II. <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: 4,000 gallons for Aqueous Ammonia, two 55 gallons barrels of Unknown chemicals (no labels) <br />were found on site that have not been reported to CERS for years (2018-2021). <br />The chemical locations listed in the chemical inventory forms for the following chemicals are not accurate/complete: <br /> Sodium Hypochlorite and the Non-ionic Polymers does not list the Coagulant Room as one of the storage locations <br />for these chemicals; the 1,800 gallons diesel tank does not indicate the location of the tank ( Tracy Hill). The <br />location of Mineral Oil is listed as the address of the facility. <br />The inventory information was not submitted annually for years 2019 and 2020. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. The business plan shall be submitted annually. <br /> <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval.
