Hazelton Avenue
Stockton, CA 95205
RE: UPS Stockton Facility 1532 N Broadway Ave, Stockton, CA 95205— UST Monitoring Annual
Certification Exceptions.
Dear Ms. Baker,
This letter is pertaining to the annual UST monitoring system certification conducted May 20,
2021 at our Stockton facility, and in response to the four violations cited during the inspection.
Below are excerpts of the violations taken from the county's inspection report(Attachment A).
Item# 115
CCR 2638(c), 2638(d) Failure to submit "Monitoring System Certification Form" within
30 days of completion of the test.
OBSERVATION:Annual monitoring system certification, leak detector testing, and spill
container testing was performed on 5/20/2020 and a test report was submitted on
12/30/2020, seven months late.
REGULATION GUIDANCE.A copy of the test report must be submitted within 30 days of the
tests.
CORRECTIVE ACTION. Take all necessary precautions to ensure testing and submittal of
test reports are performed in a timely manner.
UPS respectfully disputes this finding and request it be rescinded as an email was sent to your
office on 6/19/20. See Attachment B which contained the certification report conducted on
5/20/20, sent by our testing contractor RL Stevens' technician Dave Pereira. Report submittal via
email is and has always been our primary means of submittal of the report within 30 days of
testing. The inclusion of the report in our annual HMBP submittal through CERS that was done
on 12/30/20 is not our means of fulfilling that requirement.
