SECTION III <br />NEGATIVE DECLARATION <br />PURSUANT TO TITLE 14, CHAPTER 3, SECTIONS 15000, et seq. <br />CALIFORNIA CODE OF REGULATIONS <br />Project-Title <br />WASTE DISCHARGE REQUIREMENTS, WILLIAM LONG, SCOTT LONG, AND LONG <br />RANCH, INC., WASTE DISPOSAL FACILITY, SAN JOAQUIN COUNTY <br />Project Description <br />William Long and Scott Long operate a family owned swine ranching and processing (slaughtering) <br />business, known as the Long Ranch, Inc. The proposed Waste Discharge Requirements for this project <br />will apply to the discharge of wastewater from the ranching and processing operations to a holding <br />pond, with periodic applications to cropland. <br />The proposed project will expand the existing processing operations, but not the ranching operations. <br />Approximately 10,100 gallons per day of wastewater will be produced from the existing and expanded <br />operations. The wastewaters will be comprised of manured wastewater and rinsewaters from the <br />slaughterhouse operations. Whole blood will be collected and stored in a tank for sale, and animal <br />solid waste will be separated from the wastestreams and collected for rendering. The wastewater will <br />be discharged to a holding pond, which is used for storage prior to discharge. Both whole blood and <br />solid animal wastes are prohibited from discharge into the holding pond. Manure solids are separated <br />from the manured wastewater, and will either be hauled off-site or will be disced into the cropland soil <br />prior to planting. <br />The Waste has been characterized and contains no substances at hazardous levels per Title 22 of the <br />California Code of Regulations. The wastewater contains nutrients (nitrogen, phosphorus, and <br />potassium), which would benefit the crops when applied at agronomic rates and would not adversely <br />impact beneficial uses. The Waste Discharge Requirements (WDRs) prohibit discharge of the <br />wastewater to surface waters, surface water drainage courses, and uncontrolled runoff from the <br />cropland. The WDRs also establish a monitoring program for the wastewater effluent, cropland soil <br />and groundwater. Annual reports containing monitoring results, records of off-site manure <br />transactions, the compliance record and information on any corrective actions, are required under the <br />WDRs. <br />Findings <br />A Report of Waste Discharge (RWD) and an amended RWD were prepared for the Long Ranch. The <br />RWDs describe the potential environmental impacts, their significance, and mitigation. The <br />conclusion of the RWDs is that the project should not have a significant impact on the environment <br />because any potentially significant impacts will be mitigated as follows: <br />1. The potential for alterations in the quality of surface waters will be mitigated by prohibiting the <br />discharge of wastewaters to surface waters or surface water drainage courses. Uncontrolled runoff <br />of the wastewaters from the cropland is also prohibited.
