CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />L_ <br />ORDER NO. <br />WASTE DISCHARGE REQUIREMENTS <br />FOR <br />WILLIAM LONG, SCOTT LONG, <br />AND <br />LONG RANCH INC. <br />SAN JOAQUIN COUNTY <br />N The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds <br />that: <br />William Long and Scott Long (hereafter Discharger) and Long Ranch, Inc. submitted a Report <br />of Waste Discharge (RWD) on 4 June 1998 for a proposed discharge of waste from a swine <br />ranching and processing facility. An amended RWD was submitted on 18 June 1999. <br />The Discharger owns the land used for swine ranching and processing. The site is in the SE/4 <br />of the SW/4 of Section 19, T2S, R7E, MDB&M, and occupies 14.4 acres (Assessor's Parcel <br />No. 243-450-09). The site is at 5203 West Ripon Road, approximately 3 miles south of <br />Manteca and 6 miles west of Ripon, San Joaquin County, as shown on Attachment A, which is <br />attached hereto and is part of this Order by reference. <br />The Discharger proposes to expand the existing farrow-to-finish and slaughterhouse operations <br />to increase processing from the current rate of approximately 200 per week. "Farrow-to- <br />finish" indicates that the animals are grown and processed on site. Site operations will contain <br />farrowing sheds, finishing barns, a manure storage area, holding pens, two slaughterhouses, and <br />a wastewater holding pond, as shown on Attachment B; attached hereto and is part of this Order <br />by reference. <br />Ranching operations will remain at the same level as in the past, where approximately 100 <br />swine are raised on a weekly basis. The slaughterhouse operations will expand where <br />approximately 800 swine will be slaughtered each week (i.e. 160 each day). Swine that are <br />transported in weekly (approximately 700) will be slaughtered within 24 hours of arrival. <br />Slaughterhouse operations will be conducted 5 days per week, year round. <br />Liquid wastes produced from the ranching and slaughterhouse operations will be discharged to <br />approximately 12 acres of the Discharger's propei-ty and•to approximately 68.5 acres of <br />adjacent properties (Assessor's Parcel Nos. 243-460-01, 243-460-06, 243-460-10, and <br />243-450-13). This acreage will serve as the designated disposal areas (cropland). <br />Manure from the concrete-lined farrowing sheds and finishing barns are periodically flushed for <br />cleaning. Typically, manure and urine passes through a gate into a concrete tough which is <br />periodically flushed. These wastes are pumped to the wastewater holding pond where they are <br />L_
