01 1100 <br />!!77,•••/ <br />Water Boards <br />Einowe Je <br />''*1911111 kiA1,112.1, ROGRIOJEZ <br />Sit06,11.1 001 <br />t PPO-ECI..1 <br />Central Valley Regional Water Quality Control Board <br />3 January 2013 <br />Tom Mogan, Regional Manager <br />Metropolitan Stevedore <br />2321 West Washington Street, Suite J <br />Stockton, CA 95203 <br />REVIEW OF REQUEST TO ABANDON GROUNDWATER MONITORING WELLS MW-4P <br />AND MW-4S, METROPOLITAN STEVEDORE, HJ BAKER, MARTIN OPERATING <br />PARTNERSHIP, AND THE PORT OF STOCKTON, SAN JOAQUIN COUNTY <br />Metropolitan Stevedore, HJ Baker & Bro, Inc., Martin Operating Partnership, and the Port of <br />Stockton (together "Discharger") are regulated by the Central Valley Water Board under <br />Revised Monitoring and Reporting Program R5-2008-0825, in part, for groundwater monitoring. <br />On 24 December 2012, the Discharger submitted a request to abandon groundwater monitoring <br />wells MW-4p and MW-4s to accommodate infrastructure improvements at the Metropolitan <br />Stevedore facility. The Discharger's request included a statement that abandonment would be <br />performed under a permit from the San Joaquin County Environmental Health Department to <br />pressure grout the wells. The Discharger intends to perform the work during the week of <br />21 January 2013. <br />Based on review of the request, Water Board staff concurs with the request provided that the <br />following conditions are met: <br />Groundwater monitoring wells MW-4p and MW-4s must be abandoned in accordance <br />with any County requirements. <br />Wells must be abandoned in accordance with the requirements of the California Well <br />Standards, including Part III, Destruction of Monitoring Wells, Bulletin 74-90 <br />(Supplement to Bulletin 74-81). <br />The preliminary work described in the California Well Standards must be performed and <br />documented, including the determination of the condition of the well and cleaning of the <br />well prior to destruction. <br />In the future and based on staff review of monitoring reports, Water Board staff may <br />require that replacement wells for MW-4p and MW-4s be installed. <br />A Well Abandonment Report must be submitted by 31 March 2013, which must include <br />the information in Attachment A to this letter. <br />KARL E.
