B ox 2089 <br />Stockton, California 95201 <br />MARITIME HIGHWAY CORRIDOR PROJECT— ROUGH & READY ISLAND, PORT WEST <br />COMPLEX, STOCKTON, SAN JOAQUIN COUNTY <br />California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br />Board) staff has reviewed the Work Plan for Well Destruction (Work Plan), received on <br />8 March 2011, and prepared by Environmental Risk Services Corporation on behalf of the Port <br />of Stockton (Port). The Work Plan proposes to remove five monitoring wells and four <br />piezometers to make way for construction of a raised shipping container storage pad with <br />approximately 15 acres of paved surface. <br />The Ports of Stockton, Sacramento, and Oakland have received funding from the American <br />Reinvestment and Recovery Act (ARRA) and the Transportation Infrastructure Generating <br />Economic Recover (TIGER) grant program for development of the Maritime Highway Corridor <br />project. This project is intended to reduce the volume of truck traffic transporting shipping <br />containers from bay to inland ports by developing the infrastructure for transportation by <br />barge. The pad construction at Rough & Ready Island is a component of the ARRA/TIGER <br />Maritime Highway Corridor project. <br />The Work Plan proposes the destruction of the following wells and piezometers: W-13, W-32, <br />W-120, W-234, W-235, P-101, P-102, P-105, and P-179. Eight of the nine wells and <br />piezometers are associated with Installation Restoration (IR) Sites 07 and IAS-08. Apparently, <br />well W-13 is not associated with an IR site. <br />Background <br />In June 2004, the Port completed draft Closure Reports for Sites 07 and IAS-08 <br />recommending that the sites be closed. California Department of Toxic Substances Control <br />(DTSC) staff issued a review letter on 13 October 2004 that concurred with the closure <br />recommendation for Site IAS 08, and a review letter on 11 February 2005 that concurred with <br />the closure recommendation, with land use controls (LUCs), for Site 07. Also, Central Valley <br />Water Board staff issued a review letter on 31 December 2004 that concurred with closure at <br />both sites if several remaining concerns, including LUC information, were addressed by the <br />Port in final reports. <br />California Environmental Protection Agency <br />Zcs,t' Recycled Paper
