As described in more detail in Section B of this Report, the Project Area <br />suffers from significant blighting conditions as a result of the presence of <br />obsolete World War II-era infrastructure and facilities. Blighting conditions <br />such as substandard buildings and inadequate infrastructure hinder the Port's <br />ability to provide Port facilities the market requires, limiting the Project Area's <br />potential, and marketability of the property to potential users. In many cases, <br />buildings must be removed or reconstructed to meet the needs of the market <br />today. <br />According to the Rough and Ready Development Plan prepared by <br />JBF/Entranco Associates Inc., the cost to reuse the site is be approximately <br />$197 million, or $138,000 per acre. This cost is significantly higher per acre <br />than other military base conversions across the nation. Table A-2 shows the <br />reuse costs for the ten largest military bases in the United States.
