As described in more detail in Section B of this Report, the Project Area
<br />suffers from significant blighting conditions as a result of the presence of
<br />obsolete World War II-era infrastructure and facilities. Blighting conditions
<br />such as substandard buildings and inadequate infrastructure hinder the Port's
<br />ability to provide Port facilities the market requires, limiting the Project Area's
<br />potential, and marketability of the property to potential users. In many cases,
<br />buildings must be removed or reconstructed to meet the needs of the market
<br />today.
<br />According to the Rough and Ready Development Plan prepared by
<br />JBF/Entranco Associates Inc., the cost to reuse the site is be approximately
<br />$197 million, or $138,000 per acre. This cost is significantly higher per acre
<br />than other military base conversions across the nation. Table A-2 shows the
<br />reuse costs for the ten largest military bases in the United States. As shown
<br />below, the reuse cost per acre for Rough and Ready Island is as much as
<br />120% higher than other bases.

<br />Other military bases in the state, such as Fort Ord in Monterey County,
<br />Norton Air Force Base in San Bernardino, and George Air Force Base in
<br />Victorville have used redevelopment as a means to facilitate the transition of
<br />a military base into civilian uses. It is the intent of the Agency to work with
<br />the Port to alleviate existing blighting conditions in the Project Area and
<br />achieve various economic development goals for the community.
<br />Goals and Objectives
<br />Eliminating and preventing the spread of blight and encouraging the reuse,
<br />redevelopment and development of the Project Area are the Agency's
<br />primary reasons for proposing the adoption of a redevelopment plan for the
