The most common forms of defective <br />design noted during the field survey were lack of adequate loading and <br />unloading spaces and lack of proper ingress and egress of vehicles around <br />structures. According to Jeff Casper, Property Manager for the Port, the <br />spaces between the storage/warehouse buildings are inadequate for truck <br />movement. Also, the Development Plan identifies exterior wall damage in the <br />warehouses from forklift and cargo impact due to inadequate movement and <br />loading and unloading space. <br />As mentioned previously in this Report, most of the buildings were <br />constructed in the mid to late 1940's for storage and transit of war materials, <br />and these buildings are currently being used for storage and warehousing. <br />These structures are not designed for modern day commercial storage and <br />warehousing. The buildings need to be upgraded from time to time to keep <br />up with the changing demands of the industry. The buildings in the Project <br />Area have not been upgraded and also, several of them suffer from severe <br />deterioration and dilapidation. As a result of these factors, there is a high <br />vacancy rate and lease rates remain low. <br />ROSENOW SPEVACEK GROUP, INC.
