According the Development Plan, transit sheds in the Project Area, interfere <br />with the wharf operation and potential for installation of wider gauge cranes <br />because the distance between the transit shed and the wharf is in adequate <br />for installing larger cranes. Also, the Development Plan cites that there are <br />many buildings on Fyffe that are not suitable for industrial use, and are of no <br />benefit the Port operations. <br />Deterioration and Dilapidation <br />A building is considered unsafe and unhealthy when the physical condition of <br />the structure is so severe that it could cause bodily harm to those near or <br />within the structure. Such deterioration and dilapidation is caused by lack of <br />maintenance, damage, and aging. Such dilapidation and deterioration is <br />caused by long-term deferred maintenance of aging buildings and the <br />resulting structural damage. For example, if exterior surfaces are not <br />properly maintained to remove wood dry rot, or repaired to correct cracked or <br />missing siding or stucco, the interior framing and foundation are exposed to <br />the elements, weakening the structural integrity of the building. Deteriorated <br />roofing materials can result in water damage to rafters, framing, and interior <br />wiring. Deteriorated or damaged wiring in particular presents a significant <br />fire risk. Deteriorated exterior paint was also noted as an unsafe condition <br />because lead-based and asbestos paint are considered hazardous if peeling. <br />The survey conducted by Naval Engineers in 1994 identifies a number of <br />deficiencies in the Project Area that are caused by lack of maintenance, <br />damage, and aging. According to Port officials and as independently verified <br />by RSG field surveys, all of these structural deficiencies persist today. The <br />following are some of the more serious conditions identified by the Naval <br />Engineers staff during the survey: <br />Deteriorated Paint: The interior of buildings contains lead-based paint. <br />Lead-based paints are hazardous especially if peeling. <br />Heating Systems: The deterioration is so severe that repairs are <br />uneconomical and replacement is required. Inoperative heating system <br />creates unhealthy conditions for people living or working in the buildings. <br />Wet Pipe Sprinkler Fire Protection System: Generally operable <br />throughout individual buildings, however, water supply capacity from <br />external sources is questionable. As a result, the buildings are at a <br />greater fire hazard risk. <br />Floors: Cracks were noted and required repair. <br />Exterior walls and windows: Various buildings suffer damages as result <br />of forklift and cargo impact. These impacts damage the integrity of the <br />structure. <br />ROSENOW SPEVACEK GROUP, INC.
