Asbestos <br />Asbestos is a naturally occurring mineral that has been used in the <br />production of building materials and has been associated with diseases <br />caused by inhalation of airborne asbestos fibers. The Environmental <br />Assessment suggests that accessible and damaged asbestos containing <br />material in buildings within the Project Area were abated in 1996. However, <br />Port staff indicated during the survey that at least nine vacant structures in <br />the Project Area were found that still contained asbestos. Due to this <br />conflicting information, additional surveys and abatement will be required to <br />determine which buildings continue to contain asbestos, especially prior to <br />any demolition and renovation. <br />Lead-Based Paint <br />Lead is a naturally occurring element and a heavy metal, and is listed <br />hazardous waste as defined by Environmental Protection Agency under the <br />Resource Conservation and Recovery Act. Lead is known to have adverse <br />effects on virtually every system in the human body. Exposure to lead can <br />affect brain and nervous system development and cause learning disabilities <br />and behavioral problems. <br />For several years, lead was commonly used in paint, until federal law <br />prohibited its use in 1978 due to associated health risks. Structures with <br />lead-based paint are potential hazards if the lead-based paint is not properly <br />remedied, or peels due to neglect and becomes airborne and inhaled and <br />ingested. <br />According to the Environmental Assessment, "lead and lead containing <br />products have been used extensively during construction, repair, and <br />overhaul of ships at NCS Stockton." A majority of the buildings in the Project <br />Area are non-residential and the Environmental Assessment reports that <br />lead-based paint is likely to be present within and outside of the building, <br />especially among nonresidential buildings. Based on the field survey, RSG <br />estimates that at least one-third of the nonresidential buildings show signs of <br />peeling and deteriorated paint. <br />Other Possible Contaminants <br />The Environmental Assessment identified several other sources of possible <br />contamination that require further analysis, including the following: <br />Inactive shooting range and associated building. The Navy is <br />investigating possible metals contamination at this location. <br />Several landfills where dredge spoils, municipal waste, surplus military <br />supplies, medical supplies, medical waste, damaged containers, calcium <br />hypochlorite, illicit narcotics, electronic tubes, petroleum, oil, lubricants, <br />ROSE NOW SPEVACEK GROUP, INC.
