The dirt and gravel shoulders are <br />insufficient for pedestrian activity and during wet periods, <br />pedestrians are forced to share the roadway with vehicles. <br />One of the biggest problems with the current access is the mixing <br />of commercial traffic with residential traffic, especially since much <br />of the residential property appears to be intraneighborhood traffic. <br />This type of traffic tends to have short trip lengths with numerous <br />stops and lower speeds. This type of traffic does not mix well with <br />commercial traffic. <br />3. Expandability: As the Port expands and the Project Area <br />develops, the capacity of the roads serving the Port will be <br />reached. On preliminary analysis, the Development Plan found <br />that proximity of residences, businesses, and fences suggests that <br />the rights-of-way are fairly narrow, limiting the ability to readily <br />widen the roadways without purchasing land. The Development <br />Plan also states that current access roads may be adequate for <br />moderate expansion of the existing Port facilities, especially with <br />improvements to Fresno Avenue, Washington Street, and Harbor <br />Road. However, development of the Project Area will quickly use <br />up the capacity provided by those improvements. Therefore, <br />additional access alternatives must be considered. <br />According to the Draft EIR, 3 of 20 intersections surveyed were considered to <br />operate at an unacceptable level of service ("LOS") and required <br />improvements to decongest existing traffic problems. The three intersections <br />are summarized as follow: <br />The Charter Way at Navy Drive signalized intersection rated "F" on LOS <br />(lowest rating) reflecting the following conditions: the traffic volume <br />exceeds intersection capacity, excessive backups and long delays, <br />congested conditions extend beyond the peak hour, and queues of traffic <br />may extend to other intersections. <br />Charter Way and Fresno Avenue also rated "F" and was characterized as <br />follows: unacceptable to most drivers; over saturation, when arrival flow <br />rates exceed the capacity of the intersection; poor progression; and <br />delays. <br />The Charter Way & 1-5 SB Ramps categorized as "E" rating and is <br />described as having high delay values generally indicating poor <br />progression, long cycle lengths, and high volume to capacity ratios. <br />Internal Roads <br />The Development Plan indicates the internal roads within the Project Area <br />lack a drainage system, which has caused pavement and subgrade failure. <br />Currently, Fyffe Avenue serves as the east-west arterial providing access to <br />ROSENOW SPEVACEK GROUP, INC.
