north-south collector streets. However, Fyffe Street has a significant conflict <br />with the railroad tracks. The railroad track intersects Fyffe at a severe skew <br />and the crossing is unprotected. As traffic volume increases, and this railroad <br />begins to be used, the existing crossing will not be adequate. <br />The access space in between 38 warehouses and transit sheds are also <br />inadequate for modern trucking operations. As shown in the photo survey, <br />when two trucks are on both sides of the road, there is no access space <br />through and forces vehicles to either maneuver through or find alternative <br />routes. The lack of proper access space creates a conflict and traffic hazard <br />among trucks, cars, and pedestrians to share a limited amount of space. The <br />southern access space of buildings 813, 713, 612, and 512 is also restrictive, <br />forcing passing vehicles to drive on unpaved areas when trucks are parked. <br />Internal Rail and Rail Bridge <br />There are several deficiencies in the existing railroad system, which hinder <br />the highest and best use of the Project Area. The Project Area contains <br />approximately 40 miles of railroad tracks. The deficiencies noted in the <br />Development Plan are as follows: <br />The ties, which hold the spikes and rail's lateral force, are insufficient and <br />require replacement for modern heavy rail equipment. Fifteen percent of <br />the total number of ties surveyed is completely deteriorated. Some areas <br />exhibit signs of past derailments where ties have been broken and gage <br />spread has occurred. <br />Insufficient rail anchors results in improper distribution of expansion <br />allowance or stress in the rail creating a distortion of line and surface. <br />The tie plates are too small to maintain any holding force in the existing <br />20-degree curves with total heavy wheel loads. <br />The switch plates have no adjustment ability, which becomes ineffective <br />after years of wear. <br />The existing ballast does not provide the lateral or•longitudinal support <br />required in today's high tonnage rail service. <br />The turnouts require cleaning, adjustments, and replacement of parts, as <br />some are inoperative. <br />The curvature of the tracks is too sharp, which is unacceptable for <br />operating modern equipment and cannot accommodate modern rail cars. <br />The walkways and clearance at docks require correction to meet <br />California Public Utilities Commission requirements. <br />Many bad poles are in need of immediate attention. <br />ROSENOW SPEVACEK GROUP, INC.
