Utilities
Non-Potable and Fire Protection Water System
The fire protection water system deficiencies in the Project Area impact the
Port's marketability of the facilities and rental rates. As the Development
Plan states, "The line diameter drops progressively to 10 inches and then to 8
inches as the system extends west.. .this results in reduced water pressure
going west and this reduces the ability of the sprinkler systems to fight fires.
This restricts the ability of the western-most warehouses to stack pallets
above 12 feet, reducing the storage capacity and thus the rental value."
Storm Water
According to the Development Plan, the main drainage infrastructure will
have to be completely redesigned to meet the current codes and
environmental standards, as well as the configuration and drainage
characteristics of the future terminals and other sites. These may require
detention and retention ponds and water quality treatment facilities and
perhaps an oil-water separator.
Sanitary System
Information contained in the Development Plan indicates that the existing
sanitary system is operating poorly and requires repairs. More specifically,
the system has infiltration problems, with wastewater discharge that exceeds
on-site domestic water consumption by more than three times. The excess
wastewater discharge creates a burden by overloading the municipal
treatment facilities.
Natural Gas
According to the Development Plan, the present natural gas distribution
system is serviceable within its limited capacity and any development around
the system in place would require care, and any disturbance would in all
probability require replacement with a new gas system in that area. In 2000,
Oasis Consulting was contracted by the Port to conduct an inspection and
assessment of the electrical and gas distribution system in the Project Area.
Oasis Consulting in the study noted that abandoned pipes should not be
reactivated as they have; likely corroded beyond safety limits.
Electrical System
The Oasis Consulting noted the following deficiencies:
Most ground-mounted transformers need attention; clearance violations
on jumpers, cutouts, and general installation need to be addressed.
ROSENOW SPEVACEK GROUP, INC. REDEVELOPMENT AGENCY OF THE CITY OF STOCKTON
MAY 3, 2004
ROUGH AND READY ISLAND REDEVELOPMENT PROJECT
- B-24 - PRELIMINARY REPORT
