Utilities <br />Non-Potable and Fire Protection Water System <br />The fire protection water system deficiencies in the Project Area impact the <br />Port's marketability of the facilities and rental rates. As the Development <br />Plan states, "The line diameter drops progressively to 10 inches and then to 8 <br />inches as the system extends west.. .this results in reduced water pressure <br />going west and this reduces the ability of the sprinkler systems to fight fires. <br />This restricts the ability of the western-most warehouses to stack pallets <br />above 12 feet, reducing the storage capacity and thus the rental value." <br />Storm Water <br />According to the Development Plan, the main drainage infrastructure will <br />have to be completely redesigned to meet the current codes and <br />environmental standards, as well as the configuration and drainage <br />characteristics of the future terminals and other sites. These may require <br />detention and retention ponds and water quality treatment facilities and <br />perhaps an oil-water separator. <br />Sanitary System <br />Information contained in the Development Plan indicates that the existing <br />sanitary system is operating poorly and requires repairs. More specifically, <br />the system has infiltration problems, with wastewater discharge that exceeds <br />on-site domestic water consumption by more than three times. The excess <br />wastewater discharge creates a burden by overloading the municipal <br />treatment facilities. <br />Natural Gas <br />According to the Development Plan, the present natural gas distribution <br />system is serviceable within its limited capacity and any development around <br />the system in place would require care, and any disturbance would in all <br />probability require replacement with a new gas system in that area. In 2000, <br />Oasis Consulting was contracted by the Port to conduct an inspection and <br />assessment of the electrical and gas distribution system in the Project Area. <br />Oasis Consulting in the study noted that abandoned pipes should not be <br />reactivated as they have; likely corroded beyond safety limits. <br />Electrical System <br />The Oasis Consulting noted the following deficiencies: <br />Most ground-mounted transformers need attention; clearance violations <br />on jumpers, cutouts, and general installation need to be addressed. <br />ROSENOW SPEVACEK GROUP, INC.
