A majority of switches are not load break; this needs to be addressed for <br />operating personnel and line crews. All air switches need to be tightened <br />and exercised. <br />Alarm and secondary constructive were built without code or G.O. 95 <br />(General Orders- construction standards instituted by the California Public <br />Utilities Commissions) consideration and should be removed where not in <br />service. <br />Most conduits are steel within the work area of energized conductors and <br />need plastic covering. <br />Poles and wires along Maas Drive need to be removed. Existing poles <br />are rotten, with wires falling down. <br />Most high voltage connections on this system are made with a hot line <br />clamp. This leads to power line conductor damage because of heat <br />expansion from load and temperature changes. <br />Land that Contains Materials or Facilities, Including, but Not Limited to, Materials <br />for Aircraft Landing Pads and Runways, that Will Have to be Removed to Allow <br />for Development <br />Section 33492.11(a)7 of the Law states that land that contains materials or <br />facilities, including but not limited to, materials for aircraft landing pads and <br />runways that will have to be removed to allow development is a condition that <br />causes blight. While the Project Area does not have landing pads or <br />runways, there are other military related facilities that must be removed in <br />order to facilitate reuse of the Project Area. <br />According to the information contained in the Development Plan, warehouses <br />north of Fyffe Avenue may have removal potential due to the value of the <br />adjacent lands for campus commercial development, and the transit sheds <br />are also candidates for demolition as they interfere with the wharf operations, <br />and the installations of wider gauge cranes. The Development Plan also <br />states that many of the buildings along Fyffe Avenue are not suitable for <br />industrial use and should be considered for early demolition. Subsequently, <br />the Development Plan also identifies that full development of the Project Area <br />will require demolishing most of the existing buildings. It also recommends <br />that all housing excepting the base commander's house be demolished. <br />The Development Plan also states that many of the activities like vehicle <br />processing and storage, will consume large areas and may require the <br />demolition of certain structures where open space is more valued than <br />covered space. Also, the need to operate tractor-trailer rigs between the <br />ends of buildings may require demolition of alternate buildings, or portions <br />thereof, to allow proper turning radii. <br />ROSENOW SPEVACEK GROUP, INC.
