Factors that Prevent or Substantially Hinder the Economically Viable <br />Reuse or Capacity of Buildings <br />Photo 1: Bridge to State Highway 4. This bridge was damaged from a fire that <br />burnt the bridge leaving it in two pieces. Beyond the fact that the bridge is currently <br />inoperable, the wood planks have become warped and overgrown with foliage. <br />Photo 2: Bridge to Navy Drive. This is the only vehicular access to the Project <br />Area, via a two-lane swing bridge across San Joaquin River. The bridge is narrow <br />and has load limits that prevent simultaneous two-way crossing.
