Box 982 <br />Stockton, CA 95201-0982 <br />Captain Leif Gistrand <br />Metropolitan Stevedore Company <br />Pier 35 <br />San Francisco, CA 94133 <br />REVIEW OF DRAFT MONITORING WELL INSTALLATION WORK PLAN—BULK TERMINAL <br />SITES, PORT OF STOCKTON, SAN JOAQUIN COUNTY <br />The Central Valley Regional Water Quality Control Board (Board) staff has reviewed the Draft <br />Monitoring Well Installation Work Plan—Bulk Terminal Sites (Work Plan) received from the Port <br />of Stockton, Martin Operating Partnership, HJ Baker, and Metropolitan Stevedore <br />(Dischargers) on 4 December 2008. The Dischargers are regulated under Monitoring and <br />Reporting Program R5-2008-0825 (MRP), and submittal of the work plan was a requirement of <br />Section A of the MRP. <br />The Dischargers' Work Plan presents a proposal to upgrade and expand an existing <br />monitoring well system. The proposal includes the following tasks: <br />1 Replace existing monitoring wells MW-1 through MW-4 with wells MW-1s through <br />MW-4s. The Discharger stated that the existing wells may have faulty surface seals <br />and that the wells are not screened across the uppermost aquifer; <br />2 Install two shallow wells, MW-4p and MW-13p, to characterize the hydrogeology and <br />water quality in an upper peat layer; <br />lnstall monitoring well MW--13s to monitor the impact of an unlined storm water <br />retention pond on groundwater; and <br />Install monitoring well MW-14 to asses the horizontal extent of a contaminant plume in <br />the uppermost aquifer. <br />Based on review, staff concurs with the plan with the condition that staffs comments are <br />incorporated into a revised plan. Therefore, a revised Final Monitoring Well Installation Work <br />Plan that incorporates the following comments must be submitted no later than <br />14 February 2009: <br />Please revise Figure 5 to indicate that the monitoring wells will be installed into the <br />uppermost aquifer or the peat layer, as appropriate; <br />Please provide a certification statement signed by an authorized representative of each <br />of the Dischargers, including signed statements from the Port of Stockton, Martin <br />Operating Partnership, HJ Baker, and Metropolitan Stevedore. <br />California Environmental Protection Agency <br />'Recycled Paper
