Jeff Kasper 2- 14 January 2009
The groundwater at the limits of HJ Baker's sulfur-stockpile area, referred to as the
"Clay Pit", is not adequately represented in the proposed monitoring well system
design. During a site investigation performed in November 2005, boring C-11, located
immediately downgradient of the Clay Pit and a tunnel access port, had a sulfate
concentration of 2,000 mg/L, above the USEPA Primary Maximum Contaminant Level
of 500 mg/L for drinking water. Boring C-11 also had the highest sulfate concentration
of any groundwater analyzed during the site investigation. Therefore, the Dischargers
must install a well located at the limits of the Clay Pit and directly upgradient and across
Stork Road from boring C-11. In addition, this well must be located down gradient (not
side gradient) of the tunnel access ports. During sampling under the MRP, the well will
be used to monitor groundwater quality immediately downgradient of the Clay Pit.
All wells installed under the Work Plan must be incorporated into and sampled under
MRP R5-2008-0825.
The Discharger must submit electronic data to GeoTracker, as required under
regulations adopted by the State Water Resources Control Board on September 2004.
The Global ID Number for the site is T10000000687. Please refer to the GeoTracker
website (www.qeotracker.waterboards.ca .dov) for information regarding submittals to
GeoTracker, including all required analytical data, reports, maps, boring logs, and well
survey data. The Dischargers must submit all required data to GeoTracker
by 17 April 2009. The Dischargers may obtain a copy of the regulations using the
website address www.waterboards.ca.gov/ust/electronic submittal/docs/text reqs.pdf.
Staff looks forward to working with the Dischargers on this project. Should you have
questions, please contact me at mbovdwaterboards.ca.gov or (916) 464-4676.
/72e1-3., 1:111:r2.-e?
Mary Boyd
Water Resource Control Engineer
Compliance and Enforcement
Title 27 and Non 15 Programs
cc: Harlin Knoll, San Joaquin County Dept. of Environmental Health, Stockton
Peter Weiler, ERS Corporation, Walnut Creek
Bill Jennings, California Sporting-Fishing Protection Alliance, Stockton
Ken Berry, California Citizens for Environmental Justice, Jackson
MLB/W\San Joaquin/Review of Group MWInstallation Plan.doc
