Box 982 <br />Stockton, CA 95201-2089 <br />Stockton, CA 95201 <br />30 JUNE 2009 INSPECTION REPORT, MARTIN OPERATING PARTNERSHIP AND THE <br />PORT OF STOCKTON, SAN JOAQUIN COUNTY <br />Attached for your review is the report from a 30 June 2009 inspection of Martin Operating <br />Partnership's (Discharger) molten sulfur processing facility located at 2717 West Washington <br />Street within the Port of Stockton's complex. <br />The purpose of the inspection was to evaluate compliance with Cleanup and Abatement Order <br />(CAO) No. R5-2008-0707. During the inspection, the Central Valley Regional Water Quality <br />Control Board staff noted that the Discharger had installed and/or upgraded the following <br />features as required under the CAO: <br />A new wall to match the existing east wall has been installed on the east side of the <br />sulfur prill storage area; <br />The concrete below grade sumps and basins have been coated with a material that will <br />mitigate corrosion of concrete; <br />Poles with windscreens have been installed around the entire perimeter of the prill <br />storage area; <br />A 481,000-gallon concrete above ground storage tank has been installed; <br />Two below grade hypalon ponds have been removed from service, and the areas have <br />been backfilled and covered with asphalt; <br />Asphalt pavement at the former "bone yard" has been installed; and <br />Asphalt pavement has been installed from the south end of the storage yard to the <br />entrance of the road (W. Washington Street). <br />In addition, the southwest stormwater outfall has been blocked off to prevent the discharge of <br />any sulfur-contact water into the Port's stormwater collection system (see photograph 5). <br />Within the footprint of the facility, non-contact stormwater is collected in sumps and is recycled <br />into the prilling process (see photograph 6). <br />California Environmental Protection Agency <br />0 Recycled Paper
