Box 982 <br />Stockton, CA 95201-0982 <br />Captain Leif Gistrand <br />Metropolitan Stevedore Company <br />Pier 35 <br />San Francisco, CA 94133 <br />REVIEW OF SAMPLING AND ANALYSIS PLAN, SULFUR PROCESSING SITES, PORT OF <br />STOCKTON, SAN JOAQUIN COUNTY <br />The Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br />has reviewed the Draft Sampling and Analysis Plan—Bulk Terminal Sites—Port of Stockton <br />(SAP) received from the Port of Stockton, H.J. Baker & Bro., Martin Operating Partnership, <br />and Metropolitan Stevedore (together the Discharger) on 30 September 2008. The Discharger <br />is regulated under Monitoring and Reporting Program R5-2008-0825 (MRP) for monitoring of <br />groundwater impacted by sulfur operations. Submittal of the SAP was a requirement of <br />section A of the MRP. <br />The Discharger's SAP presented field sampling procedures, quality control procedures, and <br />laboratory reporting requirements. Tables with analytical methods, holding times, <br />preservatives, and analysis to be performed for each sample location were included. <br />Examples of field data sheets and the chain of custody were also provided. <br />Based on review, staff notes that the SAP was organized and presented the information <br />required by the MRP. However, staff notes that a few items must be clarified. Staffs <br />comments on the SAP are provided below, and a revised Final SAP that incorporates the <br />comments is due no later than 31 January 2009. <br />For consistency with historical sampling and analytical methods, please change the <br />sulfur analysis via EPA Method 200.7 from "dissolved sulfur" to "total sulfur" throughout <br />the SAP. <br />In Table 1, staff notes that background concentrations were presented. However, a <br />technical evaluation of proposed background concentrations has not yet been <br />submitted for review by the Central Valley Water Board staff. Therefore, please move <br />the proposed background concentrations and an accompanying technical evaluation to <br />the report that is due by 31 March 2009.
