Dave Wilkey 2 7 December 2006
On 15 December 2006, please provide a verbal or e-mail response that the removal,
cleanup, and sampling actions of Items 1 and 2, listed above are complete.
By 21 December 2006, provide written documentation of all actions performed in Items
1 and 2. This documentation should include the sample results of the soil samples from
Item 1.
By 15 January 2007, prepare, submit, and implement procedures to prevent all
discharge of designated or hazardous levels of liquid waste to land and the lined pond.
These procedures should include measures that would prevent the liquid from the AST
from discharging to land. The procedures also shall include measures to keep the pH of
the liquid in the AST between 6.5 and 8.4 Standard pH Units. The storm-drain run-off
pond should only contain stormwater that has not been in contact with sulfur from the
prilling operations If this cannot be accomplished, a report of waste discharge is
required which would include the design of a pond that can handle low pH water under
Title 27 or Chapter 15, depending on the classification of the waste liquid.
If you have any questions, please contact Mary Boyd at mboydwaterboards.ca.qov or (916)
464-4676.
VICTOR J. 10
Senior Engineer Geologist
San Joaquin River Watershed Discharge to Land Unit
Enclosure(s): Inspection report
cc: Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Jeffrey Wingfield, Port of Stockton, Stockton
MLB/W\ Port of Stockton \13260_1tr_6Dec2006 doc
