CENTRAL VALLE ZEGIONAL WATER QUALITY L NTROL BOARD <br />INSPECTION REPORT <br />5 December 2006 <br />DISCHARGER: Bay Sulfur (Martin Operating Partnership) at Port of Stockton <br />LOCATION & COUNTY: 2201 West Washington Street, Stockton, San Joaquin County <br />CONTACT(S): Dave Wilkey (Bay Sulfur) and Jeff Wingfield (Port of Stockton) <br />INSPECTION DATE: 1 December 2006 <br />INSPECTED BY: Mary Boyd <br />ACCOMPANIED BY: Dave Wilkey <br />OBSERVATIONS AND COMMENTS: This was a scheduled and announced inspection to field- <br />test the pH levels of leachate/water in the Discharger's two lined storage ponds. The <br />Discharger refers to these lined ponds as the "process water pond" and the "storm-drain run- <br />off pond" on drawings. <br />The process water pond was empty, therefore field pH tests were not performed for that <br />particular pond. The storm-drain run-off pond contained some leachate/water; field test results <br />showed a pH of 1.5 — 2 using test strip paper. <br />During sampling, staff noted that water was entering the storm-drain run-off pond from an <br />unidentified source and it has not rained for several weeks. Upon inspection, staff observed <br />that ponded water near an AST was slowly moving across land and into the lined pond. This <br />ponded water is in direct contact with the soil (Photo 3). The source of the water was <br />determined to be the AST, located near the lined storm-drain run-off pond. Photos 1 and 2 <br />show the proximity of the AST to this lined pond. The Discharger stated that an unspecified <br />quantity of leachate/water had been removed from the AST (and discharged to land) during <br />maintenance. Field tests of this ponded water had a pH of 1.5 —2, similar to that of the lined <br />storm-drain run-off pond. <br />SUMMARY: There are not any classified surface impoundments at this facility. However, the <br />water's pH in the lined storm-drain run-off pond would be classified as either hazardous or <br />designated, which would require a Class I or ll surface impoundment per Chapter 15 or Title <br />27. The direct discharge of hazardous or designated waste from AST to ground surface <br />forming a pond is also a violation Chapter 15 or Title 27 and should cease immediately and <br />the ponding remediated (remove the pond from the land surface).
