2.0 PURPOSE AND SCOPE OF WORK <br />The purpose of the Phase II site investigation is to document baseline environmental conditions <br />in soil and groundwater at the sites for comparison to future environmental conditions. The scope of <br />work, as requested, consists of the following four tasks: <br />TASK 1 - Surface Soil pH Evaluation; <br />TASK 2 - Subsurface Soil Investigation; <br />TASK 3 - Groundwater Investigation; and <br />TASK 4 - Site Investigation Reports. <br />Each of these tasks is described in more detail below. <br />Task 1 - Surface Soil pH Evaluation <br />Task 1 consists of evaluating the pH of soils in former coal stockpile areas located in Parcels 1 <br />and 2. To accomplish this task, the former stockpile areas will be divided into 50-foot by 50-foot grids, <br />and surface soil samples will be collected from the center of alternate grid locations. Fourteen samples <br />will be collected from Parcel 1. Six samples will be collected from Parcel 2 (Figure 1). Soil samples <br />will be collected by removing any residual coal and loosening the upper three inches of the underlying <br />soil with a trowel. One gram of the soil collected will then be mixed with one milliliter of deionized <br />water to create a soil paste, and the pH will then be measured with a field meter. Measured values will <br />be recorded and screened for anomalies in the field to evaluate whether any additional samples should be <br />collected. If additional samples appear necessary, Metropolitan Stevedore will be contacted to approve <br />additional sample collection and analysis. <br />Task 2 - Subsurface Soil Investigation <br />This task consists of evaluating potential constituents present in soil from specific areas of the <br />three parcels. Soil samples will be collected from seven hand augered borings and from the soil borings <br />for the four proposed monitoring wells (Figure 1).
