Washington St. <br />Stockton, CA. 95203 <br />Site Code: PR#0518818 <br />San Joaquin County Environmental Health Department (EHD) has reviewed <br />Limited Phase 11 Environmental Assessment dated October 31, 2002 as <br />submitted by your consultant, Delta Environmental Inc on November 18, 2002 <br />and has the following comments. <br />Soil borings "B1 thru B-10" were installed under EHD permit on September 30 <br />and October 2, 2002 and ten (10) soil samples and five (5) grab-groundwater <br />samples were collected and later analyzed for constituents included in a <br />'proposal letter' dated September 23, 2002. <br />EHD advised Mr. Keith E. Knoke, P.G. of Delta Environmental Inc in September <br />2002 that EHD does not have authority for oversight of this site since it is not an <br />underground storage tank (UST) site. EHD issues well permits for subsurface <br />activities at this type of site, after completion of EHD forms and determination <br />that work meets requirements of county well standards. Although a well permit <br />was issued and data was collected as proposed, EHD does not comment on the <br />results of the investigation if contamination is NOT detected. If groundwater <br />contamination is detected, the site is referred to the Central Valley Regional <br />Water Quality Control Board (CVRWQCB) or the Department of Toxic <br />Substances Control (DTSC) for evaluation. <br />Laboratory analytical results in the report indicate that some metals (Arsenic and <br />Mercury) were detected in soil samples that exceed established Preliminary <br />Remediation Goals (PRG). None of the groundwater samples collected were <br />analyzed for these constituents to verify if they have impacted the shallow <br />groundwater beneath the site. <br />Results in the report show MtBE was detected in water sample 'W-B7" at 131.1,g/I. <br />Currently, the secondary Maximum Contaminant Levels (MCL) for MtBE is 5 [ig/I. <br />Total Petroleum Hydrocarbons as Diesel (TPH-d) were detected in water sample <br />"W-B8" at 1,100 pg/I.
