Site operations
appear to be in order.
None
PREVIOUS AUDITS / INVESTIGATIONS
Details of relevant findings of last
corporate SHE Audit
Report not presented for review. Two boiler-houses are located at the site
— the older building housing a redundant boiler, which is due for removal. Arrangements
are in hand to establish if the building or the boiler contains asbestos such that removal
may be progressed in keeping with statutory requirements. The steam header from the
redundant boiler remains pressurised under steaming conditions — arrangements are in
hand for disconnection. A leaking steam pipe adjacent to the boiler hotwell requires
attention. Mains water supply for process purposes is suitably protected as required by the
water authority. Site drainage is via a gravity interceptor that is routed into the municipal
sewer. A total of over 30 tanks and vessels provide for the storage and batch-mixing
operation. No formal records of inspections or tank repairs are maintained. Spill
containment is provided for only in the batch blending product area of the site, which
includes acid storage. Any major spillage of product from the operation will almost
certainly have a negative impact on the adjacent areas. Most of the site therefore drains to
the municipal sewer through the main interceptor, which provides for a 3-chamber
separator complete with isolation valve. A heavy spillage of oil in the bund area should be
cleared. A single 16" NB MS dockline serves the facility — this is routed below ground for
most of the route beyond the terminal. At the berth a section is , suspended below the
warehouse. Inspection of the dockline below the berth and a formalised system of record
keeping are recommended to establish and monitor the condition of the pipeline at the
supports. A section of wrapping approx. 20' in length has been damaged at the berth
immediately before the warehouse — this damage may have occurred during the
installation of an adjacent pipeline. The dockline is extended to serve the adjacent
Westway installation. The above ground section of pipeline should be prepared and
None
UCAEAS "LIERINC 916703113.doc
