9505 North West Lane, Stockton, California F93808.01 <br />January 3, 2005 <br /> Page 2 <br />PURPOSE AND SCOPE <br />The purpose of this soil sampling and analysis plan is to obtain the appropriate permits in order to <br />collect soil samples from fill material that was imported to the site and analyze the samples for <br />selected constituents of concern. The sampling and analysis will be conducted in accordance with <br />the California Department of Toxic Substances Control (DTSC) "Information Advisory Clean <br />Imported Fill Material" published in October 2001. To meet these requirements the following work <br />scope is proposed: <br />Obtain permits from the San Joaquin County Environmental Health Department <br />(SJCEHD); <br />Collect soil samples at four (4) locations from the imported fill material for analysis. <br />The soil borings will be drilled to 15 feet below ground surface (bgs) and samples <br />will be collected at the surface, 2-feet, 5-feet, 10-feet and 15-feet bgs. In addition <br />two surface soil samples will be collected in the native material in the vicinity of the <br />backfilled excavation for background comparison; <br />Analyze selected samples for potential constituents of concern; and <br />Prepare a technical report detailing sampling procedures, analytical results, <br />conclusions and recommendations. <br />PROPOSED INVESTIGATIVE PROCEDURES <br />This assessment will consist of a field investigation, a laboratory testing program, and preparation <br />of a technical report. This work plan and the activities summarized below are intended to be <br />consistent with the requirements of the SJCEHD. The SJCEHD is not being required to provide a <br />written response following the conclusion of this investigation. This work will be carried out <br />consistent with Twining's standard operating procedures (SOPs). Copies of the applicable SOPs are <br />attached in Appendix A. Specific procedures to be used for this assessment are summarized in the <br />following sections. <br />Field Investigation: The field investigation will consist of collecting sub-surface soil samples for <br />field screening and laboratory testing. The proposed soil borings will not be advanced into <br />groundwater or in an easement or right-of-way controlled by a government agency. <br />Twining proposes to advance four (4) soil borings within the imported fill material to assess <br />potential impacts from the imported fill soil. The borings will be drilled to a depth of approximately <br />15 feet bgs (or to the imported/native soil interface). Soil samples will be collected at the surface, <br />2-feet, 5-feet, 10-feet, and 15-feet bgs. The proposed soil boring locations are shown on Drawing <br />2 along with the approximate dimensions of the imported fill material. The soil borings will be <br />advanced using Twining's truck mounted hollow stem auger drilling rig consistent with the SOPs <br />in Appendix A.
