amec
Ms. Margaret Lagorio
San Joaquin County Environmental Health Department
August 6, 2008
Page 2
The nearest surface water is the San Joaquin River, which lies approximately 200 feet to the
east of the Site. Groundwater was encountered at 15 feet below ground surface (ft bgs) during
a 1991 investigation (URS, 2007). The groundwater flow direction was to the south.
Land Use
Land use in the area is primarily industrial. Early accounts indicate the Site may have been a
storage facility for military ordnance. The Site was developed prior to 1975 as a cattle-feed
blending, storing, and transporting facility. A railroad spur on the property serves as a transport
area. Westway has occupied the Site since 2003 and used as a feed mixing facility There are
currently 70 above ground storage tanks (ASTs) which contain molasses, calcium chloride,
magnesium chloride, soda, urea, soybean oil, "yellow grease", clay, potash, corn steeps, whey,
salt, dolomite, glycerin, water, ammonium phosphate, caustic soda, phosphoric acid,
hydrochloric acid, and sulfuric acid (URS 2007).
PURPOSE AND SCOPE
The following section describes the purpose and scope of the soil and groundwater
investigation.
Purpose
This investigation will be conducted to assess;
Shallow groundwater impacts associated with the leaking farm tanks observed at
the Site;
Soil impacts associated with the soil staining near the railroad spur.
Scope of Work
The following details the scope of work for this investigation following permit approval from the
San Joaquin County Environmental Health Department.
Boring locations will be marked and Underground Service Alert will be notified a
minimum of 48 hours prior to the commencement of drilling.
