Site Investigation Work Plan —Waste Characterization <br /> FORMER PILKINGTON NORTH AMERICA— LATHROP FACILITY <br /> 500 East Louise Avenue, Lathrop, San Joaquin County, California <br /> Solid Waste Information System (SWIS) number 39-CR-0022 <br /> (APN 198-120-09) <br /> 1.0. INTRODUCTION <br /> At the request of Mr. Dana G. Parry of REYNOLDS & BROWN, Advanced <br /> GeoEnvironmental, Inc. (AGE) has prepared this Site Investigation Work Plan — Waste <br /> Characterization for the FORMER PILKINGTON NORTH AMERICA (PNA) — LATHROP <br /> FACILITY at 500 East Louise Avenue, Lathrop, San Joaquin County, California [(APN <br /> 198-120-09) site]. A location map of the site is presented in Figure 1; and a site plan <br /> depicting site features is presented in Figure 2. Currently no structures are developed <br /> on the site and the proposed trench locations are illustrated in Figure 3. The site <br /> property is located along the south side of 500 East Louise Avenue in Lathrop, <br /> California, an incorporated area of San Joaquin County. Additionally, the parcel is east <br /> of the northern termination of Murphy Parkway. <br /> 1.1. BACKGROUND <br /> Based on the reported use of the PNA Lathrop facility the following will be evaluated, <br /> former glass dust waste streams on the southwestern portion of the property. <br /> Historically, waste glass and potentially debris from the processing of raw glass was <br /> stockpiled in an area south of the facility. An area that extends approximately 400 feet <br /> north to south, and 500 feet east to west was historically reported to have a pile of glass <br /> waste, and no documented burial of waste was observed base on aerial photographs. In <br /> 1986, the handling of glass waste in the southern staging area was terminated. The <br /> property ownership was transferred from Libby Ownes Ford to Pilkington North <br /> America. <br /> In 1993, the facility was issued Solid Waste Information System (SWIS) number 39-CR- <br /> 0022 and assigned to the Local Enforcement Agency (LEA) at the San Joaquin County <br /> Environmental Health Department (SJCEHD). <br /> SITE SECURITY <br /> Site security includes low pedestrian and traffic wire fencing on all sides of the site. The <br /> easiest point of entry appears to be from the northern termination of Murphy Parkway. <br /> Access to the site can be attained by a gated road, which belongs to the site and is <br /> monitored by security. <br /> Advanced GeoEnvironmental Inc. <br />
