30 January 2015 <br /> AGE Project No. 14-3154 <br /> Page 2 of 9 <br /> 1.2 RESPONSIBLE AGENCY <br /> The Local Enforcement Agency (LEA) at San Joaquin County Environmental Health <br /> Department (SJCEHD) will be responsible and oversee field investigation activities, site <br /> investigations and sampling plans, and coordinate investigation objectives. The LEA is <br /> the representative of California's Department of Resources Recycling and Recovery <br /> (CalRecycle) which oversees state designated landfill sites. <br /> LEA will also place both the work plan and sampling and site investigation report in Cal <br /> Recycle files and update the site's Solid Waste Information System (SWIS) database. <br /> 1.3. PROJECT PURPOSE <br /> To evaluate and quantify disposal site conditions and to determine compliance of the <br /> site with State minimum standards for cover, drainage, erosion control and site security. <br /> The objective of this investigation is to determine the vertical and horizontal extent of <br /> the waste and identify characteristics of solid waste facilities in order to protect public <br /> health and safety and the environment. A backhoe (excavator equivalent) will be utilized <br /> to excavate through the waste to native soil at specified locations (see trenching <br /> location map). During trenching activities at specified locations, waste/soil samples will <br /> be taken to conduct an analysis to determine possible contamination. After samples <br /> have been collected, the trenches will be backfilled until results have been analyzed. <br /> Based on the results of the analysis, further actions will be determined as needed. <br /> 1.4. PROJECT ORGANIZATION <br /> The intrusive investigation and work plan will be prepared and conducted by Advanced <br /> GeoEnvironmental, Inc. (AGE) of Stockton, CA. Mr. William Little, California <br /> Professional Geologist will oversee preparation of the work plan and the intrusive <br /> investigation (which includes a sampling and analysis plan), soil sampling and analysis <br /> activities and preparation of the draft and final intrusive investigation report. AGE will be <br /> responsible for preparing a site specific health and safety plan and monitor on-site <br /> health and safety concerns. AGE will provide the Backhoe and a 40 hour Hazardous <br /> waste operations (Hazwoper) trained operator to trench specified areas as indicated in <br /> the work plan. <br /> AGE will perform sample handling, packaging, labeling, and shipping to the contracted <br /> laboratory. The sampling containers and laboratory analysis for the soil samples will be <br /> through contract with Cal Tech Environmental Laboratories (CTEL), a California <br /> Department of Public Health (CDPH)-Certified laboratory of Paramount, CA. <br /> Advanced GeoEnvironmental Inc. <br />
