OBSERVATION: The facility did not have exception reports on site for the following Uniform Hazardous Waste Manifests(UHWM): -020793547JJK(10/30/2019) REGULATION GUIDANCE: (a)A generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the designated facility within 35 days of the date the waste was accepted by the initial transporter shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the hazardous waste. (c)A hazardous waste generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste is submitted,within 60 days from the date that the hazardous waste was accepted by the initial transporter, shall submit to the department a legible copy of the manifest,with some indication that the generator has not received confirmation of delivery. (d)Generators shall submit the information to the department at: DTSC Report Repository, Generator Information Services Section, P.O. Box 806, Sacramento, CA 95812-0806 CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility signed copy was not received by the generator. This is a repeat violation, Class II. 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. OBSERVATION: The following open hazardous waste storage containers were observed on-site: -One black metal 55 gallon drum of fuel contaminated liquid was observed open inside the trash area -One black metal 55 gallon drum of fuel contaminated solids was observed open inside the trash area REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and storage, except when it is necessary to add or remove waste. CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation.
