Robert Evans
December 16, 1993
Page 2
3 . on page 3 of the Kleinfelder report, the hydrometer analyses
results indicate that all three test pads have greater than 30
percent passing the minus No. 200 sieve. The combination silt
and clay passing percentages comprise the minus No. 200
results. The minus No. 200 results for the ML, SP/SM, and SM
test pads are 64%, 36%, and 36%, respectively. None of the
tests pads were classified after the addition of Ione clay.
The actual USCS classification for the ML test pad is sandy
clay (CL) . The classification for the SP/SM and SM test pads
is clayey sand (SC) .
4 . The County installed an SDRI on the SM and Ione clay mixture
test pad. The results of this SDRI are attached. The results
show that the SM material meets permeability requirements.
The average readings were approximately 4 x 10-7 cm/sec.
Therefore, the conclusion in the Kleinfelder report that the
SM and ML materials would be satisfactory is confirmed.
5. The SDRI shows that field permeabilities were very near the
laboratory permeability.
Required tasks for the County to perform are listed on page 3 of
your letter. Responses to Nos. 1 through 5 are outlined below:
1 . It was proven prior to test pad construction that the
foundation layer could be compacted to at least 90% relative
compaction (see response 11 above) . Compaction of the
foundation layer will be further verified as closure
operations proceed.
2 . The County will remove the entire SP/SM test pad prior to
final cover placement as requested. It is proposed that the
SM and ML test pads remain in place since the SDRI results for
the SM material show that it meets permeability requirements.
Continuity may be maintained by reworking, moisture
conditioning, and recompacting these test pads during cover
placement.
3 . Although pertinent compaction curve data is presented on page
1 of Table I of the Kleinfelder report, copies of the
compaction curves are attached.
4 . Since the SM material meets permeability requirements, it will
be used whenever possible. We believe that the ML material
would easily meet permeability requirements based on the SDRI
on the SM material . Therefore, ML will also be used for final
cover placement when encountered. In addition to the existing
