The following comments are in response to <br /> deficiencies noted in the Plans. <br /> 1. The revised Closure and Postclosure Plans do not address the monitoring of off- <br /> site structures for methane gas. The County has agreed to monitor the <br /> buildings at the adjacent farm labor camp for methane and selected VOCs. <br /> Preliminary results for the first such event were received by this office on <br /> March 12, 1992. Additional monitoring will be required for both the closure <br /> and postclosure periods. A description of these monitoring activities and the <br /> associated costs must be included in both the Closure and Postclosure Plans. <br /> 2. The operator must monitor for leachate in accordance with section 17781. <br /> Sampling shall occur quarterly at the time of groundwater sampling (17781 (b) <br /> (2)). Groundwater samples shall be analyzed for the chemical parameters listed <br /> in Appendix 1 of Article 7.8 as well as those specified in Waste Discharge <br /> Order #87-088 0 7781(d)(5)). The Final Postclosure Plan must address the <br /> method proposed to estimate the quantity of leachate produced in the event <br /> any samples exceed standards as a result of leachate migration (17781(d)(1)). <br /> The Plan must state that written reports shall be submitted to the Board, the <br /> Regional Water Board and the LEA (17781(6)). A statement regarding the <br /> Quality Assurance/Quality Control for laboratory and field procedures must be <br /> included (17781(7)). All costs associated with leachate monitoring must be <br /> included in postclosure cost estimates. The Postclosure Plan must also state <br /> that the plan will be revised to account for verification monitoring and <br /> corrective action activities and associated costs should they become necessary. <br /> A Division of San Joaquin County Health Cue Services 0 <br />
