The <br /> Board's Closure and Remediation Branch provides program <br /> management for. corrective actions at solid waste facilities <br /> pursuant to Public Resources Code (PRC) Section 45400, et sea. <br /> You are hereby notified of the following environmental problem. <br /> 1. High levels of landfill decomposition gas (LDG) have been <br /> detected regularly at concentrations (12 - 30% methane) <br /> above Title 14 California Code of Regulations (CCR) , section <br /> 17783 limits (5%) for methane gas along the western boundary <br /> of the landfill. In addition the presence of toxic <br /> constituents including vinyl chloride (3, 000 ppb) , methylene <br /> chloride (1,500 ppb) and benzene (760 ppb) have been <br /> detected in LDG samples. There are housing units occupied <br /> six months of the year by migrant workers, located within 20 <br /> feet of the western landfill boundary. The proximity of <br /> these housing units along with the high concentration of <br /> methane at the landfill boundary necessitates the <br /> implementation of control measures to limit the migration of <br /> LDG beyond the landfill boundary. <br /> You are hereby requested to submit a workplan to correct the <br /> above noted environmental problems. The workplan must address <br /> the following milestones with the goal of remediating the LDG <br /> concentration to less than regulatory limits on or before <br /> March 30, 1993 . <br /> • Workplan schedule (by August 1, 1992) <br /> • Remediation plan design <br /> • Remediation construction work <br /> —Printed on Recycled Paper-- <br />
