We are <br /> herein enclosing a copy for your office. The WATER SWAT has not <br /> been completed. The Harney Landfill is a State Rank 5 site and a <br /> WATER SWAT proposal is not due until June 1, 1990. See the <br /> attached CRWQCB letter dated September 7, 1989.
