The program requires (1) refuse monitoring (2) surface water <br /> monitoring, and (3) groundwater monitoring. However, due to the <br /> large capacity of the basin and the storage space available beneath <br /> the discharge pump level for siltation, the automatic sensing pumps <br /> did not discharge landfill storm water to South Paddy Creek during <br /> the fourth quarter sampling period. Also, no water ran in South <br /> Paddy Creek for a duration to allow samples to be taken. It is <br />
